世界の常識で日本の非常識を問い直すアクション:「10.15国道6号線清掃ボランティア」を国連人権委員会の特別報告者に報告・調査を依頼

 小出浩章さんは、2012年12月22日の講演で、チャップリンの「殺人狂時代」という映画を取り上げ、福島原発事故後の日本をこう評しました。

その中で主人公がこう言うんですね。
「One murder makes a villan, millions a hero」
殺人を犯した主人公ですけれども、日本語に訳せば多分こうです。
「一人殺せば悪党、百万人殺せば英雄」だと。


殺人をした人間は犯罪者として処罰される訳ですが、
100万人殺した国家、あるいはそこの人達は英雄になってしまう。という事を告発した映画でした。

でも、今まさにそれがここで起きているのです。

もし私が、私が管理している放射線管理区域の中から放射能を持ちだして、
どなたか一人を被曝させるような事をさせれば、
私は犯罪者として処罰された筈なんです。日本の国家から。

しかし100万人、いや、1000万人ともいえる人々を、
放射線管理区域の中に見捨てて、
いま、この日本という国はあるわけですが、

誰も処罰されません。


しかし、こんな日本の非常識は日本国内だから通用しているのであって、世界にそのまま通用するはずもありません。
私たちは、今年8月、カナダ・モントリオールの世界社会フォーラムに行き、世界は単に知らないから日本の非常識を見過ごしているだけだということを確信しました。
その会場で、、ジュネーブの国連人権委員会の特別報告者と出会い、当人から福島のことについて何でもいいから情報を教えて欲しいと言われました。
そこで、先日、この特別報告者に、「10.15国道6号線清掃ボランティア」を報告し、調査を依頼しました。
それが以下のメールです(個人情報などの部分は削除してあります)。
これは、日本で起きている異常事態を世界の常識という鏡に照らし出て吟味する取り組みです。

The  bizarre project will be held in Fukushima on Oct. 15 this year.
This project is named “Let’s clean together our beautiful land” and is
advertising for volunteers to clean and pick up litter on the National Road
6. The National Road 6 passes near the damaged Fukushima nuclear reactors.

The clean-up was in practice before the nuclear power plant accident, but it
had been halted after the disaster until 2014. It was restarted in October
last year. The organizer of the project is the non-profit organization,
Happy Road Net. But last year’s project was held under the sponsorship of
the Ministry of Transport for the Tohoku Region, the Ministry of Environment
in Fukushima, Fukushima prefecture, the three cities and seven towns covered
by the National Road 6.  The Police offices of the three cities were also
among the sponsoring organizations. Three local newspaper companies and
TEPCO were among the co-sponsorship organizations of this project.

More than 20 high schools and junior high schools participated in this
project and sent their students as volunteer workers last year. The majority
of the volunteers were these students, and they worked from 9am to 12pm on
the road. The radiation levels on this road are still very high in some
spots. Several groups of people in Fukushima organised a protest against the
project last year. However, it is very difficult to organize any action
against a project when the local governments, police, and media are all in
support of it. It is also difficult for students and their parents to refuse
participating in the clean-up under these circumstances. There is no
movement against this project in Fukushima this year. In Tokyo, the Citizens
Network for Evacuation from Radiation did a way-side speech asking people to
call or send an e-mail to the NPO Happy Road in protest against the
clean-up.

This is only one example. Similar kinds of projects run by pro-government
NPO and supported by the local governments are organized one after another
in Fukushima. These projects give the impression that the radiation problem
is over in Fukushima and that people can live ordinary lives as before the
nuclear disaster.
I urge you to e-mail the NPO Happy Road net to obtain more detailed
information about the project. It is important to let them know that the UN
High Commissioner for Human Rights is concerned about the project. The

今年の10月15日に奇怪なイベントが福島で予定されています。それは原発事故のあった所の近くも通る国道6号線の掃除をするイベントで、そのためのボランティアを募集しています。

このイベントは福島事故の前からありましたが、事故後、2014年までは停止されていたのが、去年から再開されました。NPOのハッピーロードネットという団体が主催していますが、去年は国土交通省や環境省の福島支部、福島県や、6号線の通る三つの市、たくさんの町それに警察も後援し、、3つの地元紙や東電も協賛に名を連ねていました。

去年は地元の20以上の中高が参加し、多くの生徒たちが9時から12時まで道路に出て清掃をしました。この道路は場所によっては、まだ放射線量がとても高いです。地元の団体による反対運動もあったけれど、政府、警察、メディアがそろって推進するプログラムに反対行動を企画するのは難しく、子どもたち、両親たちにとっても不参加を表明するのはむずかしいです。今年は地元での反対運動はなかったようですが東京では脱被ばく実現ネットが街宣で反対の抗議をメールや電話で するようによびかけています。

しかし、これは一つの例であって、福島では、政府よりのNPOが企画し、政府が後援するこの種のイベントが次々行われている状態です。それは、福島の放射能問題はもう、過去のことで、人々はそこで普通の生活が出来ているという印象をあたえるためにされていることです。

お願いしたいのは、NPO Happyroadにメールを書いて、このイベントに関する、もっと詳しい情報を問い合わせて頂きたいことです。国連の人権委員会がこのイベントのあることを知って、詳しい情報を集めているということを主催者に知らせることは大切だと思います。 下記はHappyRoadのメールアドレスとウエブサイトです。
